ChangeUp is a joint government and voluntary sector vision of how support for the voluntary sector should develop in the next 10 years (2004 - 2014). The programme aims to strengthen voluntary and community sector organisations (known as 'infrastructure organisations') that provide information and support to frontline organisations.
